The critical analysis of the National Accountability Bureau(NAB)





The National Accountability Bureau (NAB) has created by the former military ruler General Parveez Musharaf through the National Accountability Ordinance 1999 aiming due eradicate various forms of corruption from society. Because that was the sole political purpose of taking over power in that time by General Parveez Musharaf but unfortunately making it genuinely the independent institution which could have fought with the menace of corruption but the institution become the center of controversies due to its involvement in politically motivated cases and It blamed of becoming the handy tool of changing the loyalties of politicians.

 

The National accountability bureau had achieved significant success in terms of recovery of wealth which was achieved through illegal means and apprehension of corrupt people, but the widely created misperception of political victimization tool not earned it the respect it has deserved. Political gambling has damaged the institution and the talks of reforms failed due to a lack of consensus among the various political parties. Here are some quick suggestions which could improve the overall the institution’s ability to curtail the menace of corruption and white collar-crime without facing a backlash by some elements.

 

1.       Remodeling of institution according to modern requirements

2.       Full autonomy

3.       Accountability mechanism within the institution

4.       Removing or stopping any kind of politically motivated interference from the institution

 

  1.               Remodeling of the institution according to modern requirements

The first recommendation for the institution is to remodel the whole structure of the institution as it lacks abilities or capabilities to keep up with the modern requirements, such as

  • Respect for human rights and respect for the human dignity·  
  • More focused on rooting out the corruption from the roots, not just doing some sort of short time bits to satisfy the government of time
  •  Usage of more sophisticated technological equipment
  • Protection for the chairmanship time period so he/she could do without the fear sacking out in the hands of people of power.
2. Full autonomy

It is equally important for the institution to have full autonomy in its daily affairs. Unjustified political or any other interference in institutions affairs bring a lot of troubles such as, curtailment of institutions able to perform better and targeting of people who have in political hit list by the party in the rule. Without autonomy, the institution lacks an independent image or respect in the general population.

3.  Accountability mechanism within the institution

The accountability institution holds immense powers which could be manipulated or misused by the people who were entitled to that immense power, so the check and balance mechanism is the essential part of the smooth flow of functioning by the institution. Check-in entitled powers is key to creating the limit where an institution found itself bound to make itself accountable. In otherwise there are possibilities where the institution crosses its limits and functions whatever manner it seems suitable which include crossing limits like disrespecting the dignity of the person and human rights violations and considering itself above everything.

4.  Removing or stopping any kind of politically motivated interference from the institution

There is a clearly bounding limit for the political involvement in the affairs of national institution’s functioning. Crossing those defined limits always causes problems which can be called the dysfunctional state of the institution or favoring or targeting certain people. And the whole mindset of serving the master than the masses.

The whole above-mentioned bunch of suggestions and evolution defining is based on the quest to find out the best possible ways to improve the function of the institution and to reach out to the new domains where it could be more human rights friendly institution and more modern watchdog to combat the menace of corruption in more advanced ways.
