CCPO Lahore and the need to improve the functioning Punjab Police

The Punjab police force has the privilege to indulge in various controversial matters which hampered the image of it in general population as the modern and people friendly governmental organization which is determined to protect the lives and properties of citizens. One of such examples are here below,

Umar Shaikh, CCPO Lahore, the most controversial official in recent time again has been indulged in back-to-back rifts with its subordinates. This Time victim was SP CIA. He has been transferred due to an exchange of harsh words while meeting the day before the public meeting of the Pakistan Democratic Movement (PDM). This unprofessionalism of CCPO Lahore is quite concerning. It is believed that his affiliation with the ruling party allowed him to hold on post despite many unprofessional actions. The ruling party's rhetorics about the independent police were just empty rhetorics. Political interference always hurts the credibility of an institution and its performance is too damaged. The ruling party should refrain from involving in institutions matters according to its party manifesto and People with such low professional skills should not be trusted with such serious responsibilities.

The Punjab police force has been caught in fire many times, such as model town incident and handling of political protests.

Factors behind the such way of conduct by the Punjab police is very evident for the public from which I would like to mention below here.

1.      The political involvement

The political involvement in Punjab police is significant as compare to police forces of other provinces. This led to the wide range of political transfers which in turn created the sense of insecurity for the officials and bound them to follow the instructions of those elites otherwise he/she would face insecurity of entitled posts where he/she has to perform duties.

2.      Corruption

Rampant corruption in institution hampered the professionalism and the way the police personal has to serve. Instead, it initiated the circle of money making through misusing the power entrusted upon for the of securing the lives of people and maintaining the writ of state but the forgot that and started to use those entitled powers for the personal benefit. This created many loopholes such as escaping the duties through paying bribes to clerks and skipping the trainings and other activities through paying bribes. The menace of corruption cost the image of institution in general population. As it is blamed of registering fake or not registering F.I.R for the sake of money.

3.      Out dated police laws

The Punjab police and other police departments of other provinces are working on model introduced by the British colonialists to crush the people which stand against their rule. The psychological impact of that era still viable in the working of Punjab force as it does not consider itself the servant of public instead it considers itself the force whose sole purpose is to shut the dissent voices which rose against government. Without the introducing the new working model for the department and better training facilities including other facilities the department is not going to play the role which it is supposed to do.

The sacrifice given by the Punjab police are undeniable, it fights against the banned outfits are exceptional and its resolve to fight against those organizations and manage law and order situation with almost minimal funds is remarkable. Hundreds of police personal lost their lives for the of motherland’s protection and they abandoned due to the negligence of government which did not provide the department with sufficient funds so it could take the care of its members. Better training, sufficient amount of fund and modern model can make the institution according to required goals.
